The tail of the stream is the next sequence number that will be assigned to a record, and the timestamp of the last record on the stream. Both these values will be 0 for an empty stream.
is expected to be single-digit milliseconds.
Checking the tail is linearizable — if an append has been acknowledged before a check-tail request is made, the response will reflect the write.
